Governo prepara encerramento de serviços públicos até ao final do ano
A Equipa de Assuntos do Território sugeriu ao executivo a substituição de vários serviços presenciais por serviços online
Continuo é a achar admirável a estupidez de quem quer fechar serviços, obrigando as pessoas a recorrer à net, o que implica que tenham ligação à banda larga e que ela funcione… Ora, por experiência de parte das férias no país real e profundo, o anúncio da cobertura quase total está profundamente exagerado…
E, pela mão e verbo de mais um secretário de Estado sobredotado em ideias criativas e modernas, sempre podemos recordar as nostálgicas carrinhas da Gulbenkian que traziam a cultura ao povo… nos anos 60 e 70…
De 15 em 15 dias… a Luz!!!
Uma das recomendações da equipa prende-se com a passagem de serviços que são hoje prestados presencialmente para a internet ou “em regime de ambulatório”. “O que importa é o serviço público de qualidade”, refere ao i o secretário de Estado da Administração Local, Paulo Júlio, que diz não se tratar apenas de encerramentos de serviços, mas de criar a possibilidade de em algumas zonas, de baixa densidade populacional, criar alguns que até agora não existiam. Por exemplo, com o fecho de escolas e de extensões de saúde em algumas aldeias do interior – o que levou à diminuição dos transportes colectivos – criou-se um problema de mobilidade para os idosos. Por isso, uma das recomendações da EAT é a criação de um projecto-piloto para a área da mobilidade que pode criar serviços de ambulatório: “Um serviço que vá ao encontro das pessoas, com um bom suporte tecnológico. Pode por exemplo equipar-se carrinhas que se desloquem às aldeias para certos serviços e as pessoas deixem de necessitar deslocar-se”, explica o secretário de Estado.

If only one element is to be pointed out as characterising the reforms, it would be marketisation. The administration of public services was now benchmarked against private business – power should be exercised by those who give the service; the consumer should have choice; the reason to exist should be determined by how well the organisation performs; there should be measures of performance and public accountability. These characteristics were based on certain theories: mainly public choice, transaction cost economics and principal–agent theory.

Why hasn’t the quality of management and leadership risen to meet the challenges in public education? It has become clear that even as pressure for performance-based accountability increases, the development of managerial capacity in public school systems does not occur as a “natural” response. To be sure, some school districts have begun to develop the systems and capacities necessary to respond, but for the most part they are without the intellectual resources that business managers take for granted.
Private entrepreneurs have tried to fill this gap, but the supply of training and consulting doesn’t begin to meet the level of need. A contributing factor is that there is no body of management knowledge specific to this sector. When practitioners, many of whom are hungry to learn how to lead their districts to high performance, try to apply management practices from business, the environment is so different that it is almost impossible for them to translate the ideas into practice and they rapidly become discouraged.
The Impact of New Public Management on Quality and Equity: Preliminary results from educational reforms in Denmark
(…)The study presented here is an attempt to shed some light on the outcome of NPM reforms in terms of quality and equity. Available data does not allow any firm conclusions, but in terms of quality, most results indicate that NPM lower student performance. Fortunately, though, it could be that this is because schools with low 15 performance are more inclined to use NPM instruments, and there are some indications that these schools are catching up over time. In terms of equity, the analysis is more unequivocal. All models show a significant positive correlation between NPM, SES and performance, meaning that at schools using NPM instruments, students’ social and economic background has more impact on their educational performance. Since NPM reforms do not promise to affect equity in any way, this result can hardly be explained away as a consequence of reverse causality, as in the case of quality.

The expression, New Public Management (NPM) is used to describe the managerial reforms of the public sector for the past two decades. NPM established itself as an international trend spreading itself as an international trend even in contnental European countries where adinistrative, institutional, and political systems differ from those of the Anglo-Saxon countries, where NPM found its origins.
The paper has discussed the contents of NPM, comparatively analyzing the evolutionary phases both generally and with specific regard to the education sector.
The supported thesis is that in the education sector, NPM cannot be considered a uniform, monolithic block, but is rather characterized by evolutionary stages that come from the conventional emphasis of the transfer of managerial, business-like practices (managerialism), to the introduction of quasi-market assets (marketization), up until the most recent paradigm of “public governance.”

Today, national, state, and local governments are involved in policy development and implementation along with thousands of citizens, other public institutions, private companies, and non-profit organizations. For this reason, it increasingly makes sense to talk not just about government, but also about the process of governance. We can define
governance as the exercise of public authority. The word government is usually used to refer to the structures and institutions of government and those public organizations formally charged with setting policy and delivering services. Governance, on the other hand, is a much broader concept. Governance encompasses the traditions, institutions, and processes that determine how public authority is exercised, how citizens are given voice, and how decisions are made on issues of public concern. Governance speaks to how society actually makes choices, allocates resources and creates shared values; it addresses societal decision making and the creation of meaning and place in the public sphere.
What then is the new role of government in the governance process? First, government will continue to play a central role in establishing the overall legal and political rules through which various networks will operate. We might say that government will operate at the meta-level, that is, government will play a role in ratifying, codifying and legitimizing decisions that arise from within the various policy networks. Moreover, government will continue to play a significant role in establishing broad principles of governance that apply to all, for example, setting the overarching
rules of the game. Second, government will likely play a role in resolving resource distribution and dependency issues within various networks, but especially between and among those networks. Government will aid in protecting economic interests that are played out in the relationships between different sectors or policy networks; it will play a role of balancing, negotiating, and facilitating relationships across network boundaries (often through the use of incentives rather than directives), and assuring that one sector doesn=t come to dominate others. Third, government will be required to monitor the interplay of networks to assure that principles of democracy and social equity are maintained within specific networks and in the relationships between and among the different networks. Government must assure that democratic processes are maintained and that ultimately the public interest is served.
